Georgia REALTORS® oppose a measure that would authorize school boards to levy impact fees. House Resolution 1017 by Rep. Mike Dudgeon (Johns Creek) would amend the state constitution to allow school boards to impose impact fees to pay for educational facilities in areas with an enrollment growth of at least 15 percent over a five-year period.
Impact fees are a form of exaction that is assessed by local government upon new development in order to cover the capital cost of primarily off-site infrastructure necessary to serve the new development. State law currently prohibits the collection of impact fees for schools.
