The City of Cumming voted to approve a bid by Duncan Associates to perform an impact fee study. This vote also included a moratorium on accepting building permit applications for six months or until the study is complete. However, during the moratorium, a developer may move forward with a project, if they pay the impact fees.
City Council members have not said that they will definitely adopt impact fees, but they did want to look at them as leaders begin updating the city's comprehensive plan. “The study would determine whether or not the city should be using impact fees to recover the cost of development,” according to City Attorney Kevin Tallant.
